Shibani Mehta
Shibani Mehta is a research analyst with the Security Studies Program at Carnegie India. Her research focuses on India’s security and foreign policies. Before joining Carnegie India, she worked at the Takshashila Institution as a programme associate and a researcher in the Indo-Pacific programme.
Ritul Gaur
Ritul was an Assistant Engagement Manager at the Takshashila Institution. His work essentially involved building and nurturing the vibrant alumni network of Takshashila. Prior to this, he was working as a Development Associate at the Vidhi Centre for Legal Policy.
Rohan Pai
Rohan is the Assistant Programme Manager of the Graduate Certificate in Public Policy (Technology and Policy) programme at Takshashila. He graduated cum laude from Ashoka University with a BA (Hons) in History & International Relations interdisciplinary major and a Media Studies concentration.
Shrikrishna Upadhyaya
Shrikrishna works as the Knowledge Manager at The Takshashila Institution. His role involves building knowledge management capacities for research and policy verticals to enable effective conservation, discovery and growth of knowledge, and also managing public engagement on policy output.
Wini Fred Gurung
Wini is a Communications Manager at the Takshashila Institution. She graduated with a Master’s degree in International Relations from the Jawaharlal Nehru University, New Delhi. She holds a Bachelor’s degree (with Honours) in Political Science from Jesus and Mary College, University of Delhi. Prior to joining Takshashila, she worked as a Research Analyst with the Institute of South Asian Studies at the National University of Singapore.
Sudeep Divakaran
Sudeep Divakaran is currently working as a Platform Architect for Intel Corporation. An engineer by education, he also a PGD in IPR law from NLSIU. He previously worked as a Research Scholar at Takshashila from 2016 to 2017. His main areas of focus were telecom policies, blockchain & network security.
Ameya Naik
Ameya Naik is an Associate Fellow (non-resident) with the geostrategy programme at the Takshashila Institution. He teaches courses on public policy analysis to the students of our public policy programmes.
Maya Patra
Maya Patra is an Assistant Programme Manager for the Post Graduate Programme in Public Policy at the Takshashila Institution. She has previously worked within the climate philanthropy sector and has professional experience across developmental research, strategic communications and editorial work. She holds a Bachelors in International Relations from SOAS University of London.
Carl Jaison
Carl Jaison is Manager (Programme Development) at Takshashila Institution where he leads the planning and execution of Takshashila's events and corporate engagement programmes.
Mukul G Asher
Mukul G. Asher is a Professor in the Lee Kuan Yew School of Public Policy at the National University of Singapore. He received his PhD in Economics from Washington State University in 1972. In addition to India, Singapore and USA, he has also taught or researched in U.K., Sweden, Japan, Australia and Malaysia. He was previously a Fellow at Takshashila. His research has focused on fiscal reforms, India’s external economic policies, and pension reform in Asia.
Varun Ramachandra
Varun Ramachandra is currently a PhD candidate in the political science department at the University of Rochester. His research interests include observational causal inference, bayesian inference, statistical inference etc. He previously worked as a Research Analyst with Takshashila from 2014 to 2016 where he focused on using econometrics, causal inference and data science techniques to tackle public policy issues.
Rohan Joshi
Rohan Joshi was a Fellow at Takshashila focusing on Indian strategic affairs and foreign policy towards Afghanistan, Pakistan and the Middle East. He was also a contributing panel columnist at Pragati — The Indian National Interest Review.
Dr. Vinay K. Singh
Dr. Vinay K. Singh is an officer of the 1995 batch of Indian Revenue Service and has served in different capacities including postings as assessing officer, in the CBDT and in the Academy. Dr. Singh has done MBBS, MD Medicine, and a Masters in Public Finance and Public Administration.
Siddarth Gore
Siddarth Gore is currently working as a Senior Researcher at Ati Motors. He has a Masters in Computer Engineering and Economics. His research interests include the conceptualization, design and execution of solutions in the Embedded Systems domain to tackle public policy issues.
Sarah Farooqui
Sarah Farooqui is a Senior Policy Analyst at CBGA India where she co-leads the financial transparency work and engages closely with the Financial Transparency Coalition which works to curtail the illicit financial flows through promotion of a transparent, accountable and sustainable financial system. She was previously a researcher at Takshashila and went on to obtain a Master’s in Public Policy from the Blavatnik School, Oxford University.
Shahana Sheikh
Shahana Sheikh is an independent researcher and was previously a policy researcher in the areas of urban governance and public finance in India. She has a MPhil in Political Science from Yale University and also a Master’s in Public Policy from the LKY School, NUS. Her current research areas include understanding how new communication technologies are affecting the behaviour of political parties and of voters in India.

Sumitha Narayanan Kutty
Sumitha Narayanan Kutty is a Leverhulme doctoral fellow in the Centre for Grand Strategy (CGS) at the Department of War Studies, King’s College London. She is also an adjunct research associate at the S. Rajaratnam School of International Studies (RSIS), Singapore and research fellow, Project SEPAD. She works on issues related to security, foreign policy and rising powers with an empirical focus on South Asia, the Middle East and the Indo-Pacific.

Astha Rastogi is Programme Manager for Defence and Foreign Affairs at the Takshashila Institution. She brings over seven years of experience in public policy, research, and programme management across sectors such as agriculture, health, education, and digital governance.
